Oude Molen Food Garden Village Oude Molen Food Garden Village is an urban agricultural initiative that began as an educational and empowerment program for children and youth. It has since expanded to include a program for clients from the occupational therapy department of Valkenberg Psychiatric Hospital and Open Circle in Alexandra Hospital. The project has grown into a community collective comprising 20 dedicated gardeners, each tending to their own allotment. Managed by Kelly Mansfield, who also oversees the Children's Programme every Wednesday, the garden provides various offerings, including training courses, safe gathering spaces, integrated garden therapy sessions, and community service opportunities for schools.

The good news : On 10 June, Heritage Western Cape upheld their decision under appeal from WC Government/Infrastructure in that the Heritage Impact Assessment (HIA) for proposed development is not approved.
The next challenge : While the HIA appeal was in process, Western Cape officials, eager to develop, lost no time in applying pressure from another angle, through a rezoning application.
If this application goes through, there is a strong likelihood that Oude Molen could become the next "Amazon/Riverlands" - this neighbouring land is owned by property developers who continue to exploit and devastate the land for profit.
Oude Molen is one of the few remaining heritage-rich areas, steeped in First Nation culture, and the site of biodiverse and environmentally sensitive land which is home to endangered and at-risk species in the Western Cape.

THE OUDE MOLEN BAIT-AND-SWITCH: Leaked investor documents, misleading visuals, and overridden heritage laws.

The City of Cape Town and the Western Cape Government are racing ahead with a massive, high-density five-storey redevelopment of the 13-hectare, publicly owned Oude Molen Precinct. But a look behind the town-planning curtain reveals shocking procedural and legal flaws that demand our immediate intervention.

Here is what is actually going on:

❌ Ignored Statutory Rulings: On 10 June 2026, Heritage Western Cape's Appeals Committee officially dismissed the government's appeal and rejected their Heritage Impact Assessment for breaking the law. Planning regulations state that heritage clearance MUST be finalized before rezoning occurs—yet authorities are pushing the land-use vote through anyway.

📉 The Visual Trap: The idealised drawings shown to the public look low-density. However, the legal "Development Framework" fixes sweeping maximum parameters for height and bulk that aren't depicted in those concepts. Once approved, all future design phases are legally constrained within those massive maximum limits. We are being shown an attractive concept but legally signing off on severe, maximum density blocks with little room for community influence later.

📁 Proof of Predetermination: Official documents prove this public window is a tick-box exercise. In November 2025, a provincial one-pager handed to global financiers at the Western Cape Investment Summit explicitly claimed heritage authorization was "completed by July 2025" and the site was completely "de-risked with secured development rights". Marketing un-obtained rights to investors while public windows are still open proves the decision was made long ago.

✋Permanent eviction of a 30-year-old ecosystem of public services operating on the land at zero cost to the state—including the Robin Trust (care for Alzheimer's/dementia), therapeutic stables for disabled children, and holistic schools.
